The EU General Product Safety Regulation (EU) 2023/988 (GPSR) has applied directly in Spain since December 13, 2024, replacing the former Directive 2001/95/EC and its national transposition via Real Decreto 1801/2003. For cleaning and household products on Amazon.es, manufacturers and importers must designate an EU Responsible Person (Responsable de la UE), maintain technical documentation, ensure CLP-compliant labeling with GHS hazard pictograms, and provide a Safety Data Sheet (Ficha de Datos de Seguridad, FDS) in Castilian Spanish. Additionally, the Detergents Regulation (EC) 648/2004 applies to detergents and cleaning products, and the Biocidal Products Regulation (EU) 528/2012 applies to disinfectants, whose national authorization in Spain is handled through the Registro de Biocidas of the Ministerio de Sanidad. General market surveillance for consumer products in Spain sits with the Dirección General de Consumo (Ministry of Social Rights, Consumption and the 2030 Agenda) through its Single Liaison Office for General Product Safety (OEU-SGP), operationally implemented by the consumer protection authorities of the individual Comunidades Autónomas. Amazon.es requires specific product data and an SDS upload in Spanish for hazardous materials (Hazmat) products.
