Overview
The EU General Product Safety Regulation (EU) 2023/988 (GPSR) has been in effect since December 13, 2024, replacing the former Directive 2001/95/EC. For office and stationery products on Amazon.de, the GPSR introduces specific requirements that go beyond previous regulations: economic operators must designate an EU Responsible Person, create technical documentation with product-specific risk analysis, and ensure traceability via type, batch, or serial numbers. Office supplies encompass a broad spectrum of products with different risk profiles, including cutting tools (scissors, letter openers, box cutters), pens and markers with chemical components (solvents, dyes), mechanical devices (staplers, hole punches, paper cutters), adhesives and correction products, and electronic office products (desk lamps, laminators). A particularly important aspect is the distinction from children's products: if pens, stickers, or stamps are marketed specifically to children under 14, the EN 71 toy safety standards may additionally apply. In Germany, the trade supervisory offices of the federal states and the BAuA as the federal authority oversee market surveillance.
