Compliance Checklist

GPSR (General Product Safety Regulation)
Cleaning & Household
United Kingdom 🇬🇧

Complete compliance checklist for cleaning and household products on Amazon.co.uk: General Product Safety Regulations 2005 (UK GPSR), GB CLP, UK REACH, UK Detergents Regulation, GB BPR for disinfectants, and OPSS enforcement post-Brexit.

Overview

Unlike the EU, the post-Brexit United Kingdom does not apply the new EU General Product Safety Regulation (EU) 2023/988. Great Britain continues to operate under the General Product Safety Regulations 2005 (S.I. 2005/1803, UK GPSR), which originally transposed the old EU Directive 2001/95/EC and have been carried forward independently since the UK's exit from the EU. For cleaning and household products on Amazon.co.uk, retained UK REACH also applies (administered by the Health and Safety Executive, HSE), together with the GB CLP Regulation for classification and labelling, the UK Detergents Regulations (retained EU Regulation 648/2004), and the GB Biocidal Products Regulation (GB BPR) for disinfectants, mould removers, and other biocidal cleaning products. The Office for Product Safety and Standards (OPSS) is the central market surveillance authority, while local Trading Standards handle on-the-ground enforcement. A UK-based Responsible Person is legally required for imported products. UKCA marking is not required for cleaning products, since there is no CE equivalent for this product category — conformity is instead demonstrated through GB CLP labelling, technical documentation, and Safety Data Sheets. Amazon.co.uk requires specific documents for Hazmat products before a listing is approved.

Does this apply to my product?

This checklist applies to all cleaning and household products sold on Amazon.co.uk, including: all-purpose cleaners, laundry detergents, dishwashing liquids, bathroom cleaners, glass cleaners, descalers, disinfectants, toilet cleaners, mould removers, oven cleaners, drain cleaners, and other household chemicals. Special attention is required for biocidal products (e.g. disinfectants, mould removers, antibacterial cleaners) and products containing hazardous substances under the GB CLP Regulation. This checklist is aimed at sellers shipping from abroad (including the EU) to end consumers in England, Wales, and Scotland (Great Britain); Northern Ireland is subject to partially different EU rules under the Windsor Framework.

Step-by-Step Guide

1

Determine Regulatory Classification Under UK Law

Determine which UK regulations apply to your cleaning product. Unlike the EU, Great Britain does not apply the new EU GPSR (EU) 2023/988 but the General Product Safety Regulations 2005. Also check whether the UK Detergents Regulations and/or the GB Biocidal Products Regulation apply.

Estimated time: 1-2 weeks

2

Appoint UK Responsible Person & Fulfil Importer Obligations

Since Brexit, all cleaning products imported from abroad (including the EU) must have a UK-based Responsible Person. This person bears legal responsibility for product safety and compliance documentation.

Estimated time: 1-2 weeks

3

GB CLP Classification & English-Language Safety Data Sheet

Classify your cleaning product under the GB CLP Regulation (the British version of the former EU Regulation (EC) 1272/2008) and prepare a Safety Data Sheet in English according to UK REACH Annex II.

Estimated time: 2-3 weeks

4

Product Labelling & Packaging for the UK Market

Create complete product labelling according to GB CLP, UK Detergents Regulations, and UK GPSR 2005. English language is mandatory for the British market.

Estimated time: 1-2 weeks

5

UK REACH Compliance & Chemical Substance Registration

Ensure all chemical ingredients of your cleaning product comply with UK REACH. UK REACH is the standalone, retained British chemicals law administered by HSE — it operates independently of the EU REACH Regulation and ECHA.

Estimated time: 1-3 weeks

6

Amazon.co.uk Hazmat Compliance & Listing Setup

Set up your product listing on Amazon.co.uk and fulfil Amazon's specific Hazmat requirements. Upload all required documents and ensure your product detail page contains all UK regulatory information.

Estimated time: 1-2 weeks

Common Mistakes to Avoid

Applying the new EU GPSR (EU) 2023/988 instead of UK GPSR 2005 to Amazon.co.uk products

Consequence: Missing or incorrect mandatory information under British law (e.g. UK RP instead of EU Authorised Representative). OPSS can challenge the product, and Amazon.co.uk can suspend the listing due to incorrect compliance attributes.

Prevention: Treat Great Britain and the EU as two separate legal jurisdictions with standalone GPSR frameworks. For Amazon.co.uk, use only the General Product Safety Regulations 2005 as your reference.

Safety Data Sheet provided only in German or another EU language

Consequence: The SDS is rejected by Amazon.co.uk and the listing can be suspended. Trading Standards can impose fines. Consumers and first responders lack access to understandable safety information in an emergency.

Prevention: Have the Safety Data Sheet created specifically for the UK market in English, or professionally translated, and verify that all H- and P-statements match the GB CLP text version.

Biocidal product with valid EU authorisation sold without separate GB BPR check

Consequence: Illegal placing on the market of a biocidal product not authorised in Great Britain. HSE can impose sales bans and fines. Amazon account suspension and product recall are possible.

Prevention: Check the GB authorisation status of each biocidal active substance separately in the HSE register, regardless of an existing EU authorisation. Apply for GB BPR authorisation in good time if required.

UKCA marking incorrectly applied to cleaning products

Consequence: Misleading conformity claim that can be challenged by Trading Standards, since UKCA has no legal basis for this product category. Confusion during Amazon compliance reviews and possible listing delays.

Prevention: Do not apply UKCA marking to cleaning products; instead demonstrate conformity through GB CLP labelling, technical documentation, and the Safety Data Sheet.

Not appointing a UK Responsible Person or only listing an EU Authorised Representative

Consequence: Product cannot be sold on the British market. OPSS can withdraw the product from the market and impose fines. Amazon.co.uk suspends the listing.

Prevention: Appoint a UK-based RP before UK market entry and include their contact details on the product and packaging.

Frequently Asked Questions

Q1Do I need to comply with the new EU GPSR (EU) 2023/988 for Amazon.co.uk?

No. EU Regulation (EU) 2023/988 applies only within the EU. Great Britain (England, Wales, Scotland) continues to operate under the General Product Safety Regulations 2005 (S.I. 2005/1803), based on the older EU Directive 2001/95/EC. If you sell on Amazon.de/.fr/.it/.es as well as Amazon.co.uk, you must satisfy two separate compliance frameworks — a single shared set of documentation does not automatically cover both.

Q2Do I need UKCA marking for my cleaning products?

No. UKCA marking is the British equivalent of CE marking and applies only to product categories subject to EU harmonisation rules requiring CE marking (e.g. toys, electrical equipment, machinery). Cleaning products do not fall into these categories and do not require UKCA marking. Instead, you demonstrate conformity through GB CLP labelling, an English-language Safety Data Sheet, and technical documentation.

Q3Is my EU biocide authorisation also valid in Great Britain?

Not automatically. Since Brexit, the Health and Safety Executive (HSE) administers the GB Biocidal Products Regulation independently. Authorisations under the EU Biocidal Products Regulation (EU) 528/2012 must be separately applied for or transferred for the GB market — transitional grandfathering arrangements exist for certain active substances, but these must be verified with HSE on a case-by-case basis. Do not sell a disinfectant on Amazon.co.uk without first verifying its GB status.

Q4What happens if Amazon.co.uk suspends my listing due to missing Hazmat documents?

In case of a Hazmat suspension, you must upload a correct English-language Safety Data Sheet in Seller Central and re-answer the Hazmat questions correctly. Amazon typically reviews documents within a few business days. During suspension, sales and organic ranking are lost. To avoid this, proactively upload the English SDS before your first inventory shipment to a UK Amazon warehouse.

Q5Do different regulations apply in Northern Ireland compared to England, Wales, and Scotland?

Yes, under the Windsor Framework, Northern Ireland continues to follow EU product safety and chemicals regulations, including the new EU GPSR and EU REACH/CLP. This means EU law applies in Northern Ireland, while the standalone UK regulations (UK GPSR 2005, UK REACH, GB CLP) govern England, Wales, and Scotland. Amazon.co.uk delivers across the entire United Kingdom — when shipping to Northern Ireland, check whether your product additionally meets EU requirements.
