Overview
In the United Kingdom, clothing is subject to a standalone product safety framework separated from EU law since Brexit. The General Product Safety Regulations 2005 (SI 2005/1803) form the general safety net โ the UK has not adopted the EU GPSR (Regulation 2023/988). The Textile Products (Labelling and Fibre Composition) Regulations 2012 require fibre composition labelling in English. Children's clothing is subject to special requirements: BS EN 14682 governs cords and drawstrings, the Nightwear (Safety) Regulations 1985 address nightwear flammability. UK REACH (independent of EU REACH) restricts chemical substances in textiles. The Office for Product Safety and Standards (OPSS) is the primary enforcement body, while local Trading Standards handle on-the-ground inspections. Non-UK manufacturers need a UK Responsible Person. The Product Safety and Metrology Bill will expand OPSS powers in the future. Northern Ireland partially continues to follow EU rules under the Windsor Framework.
