CE marking for garden equipment and outdoor products on Amazon Germany: Machinery Directive, noise protection, harmonized standards, costs and common mistakes.

Overview

Garden equipment such as lawn mowers, hedge trimmers, leaf blowers and electric garden tools are subject to several CE-relevant directives in the EU. The Machinery Directive 2006/42/EC is the central regulation for mechanical garden equipment. Additionally, the Outdoor Noise Directive 2000/14/EC with binding noise emission limits, the Low Voltage Directive 2014/35/EU for electrical devices and the EMC Directive 2014/30/EU apply. Without complete CE marking considering all applicable directives, garden equipment may not be sold on Amazon.de.

Does this apply to my product?

The CE marking obligation applies to all motor-driven and electric garden equipment on Amazon.de: lawn mowers (ride-on, walk-behind, robotic), hedge trimmers, leaf blowers and vacuums, chainsaws, brush cutters, shredders, scarifiers, irrigation pumps, electric pruning shears, pressure washers and battery-powered garden tools. Even simple hand-guided electric devices such as grass trimmers fall under the Machinery Directive. Purely manually operated garden tools (spades, rakes, watering cans) do not require CE marking.

Common Mistakes to Avoid

Ignoring the Outdoor Noise Directive โ€“ only considering the Machinery Directive

Consequence: The guaranteed sound power level is missing from the product, noise emission measurement was not performed. CE marking is incomplete. Fine under 32nd BImSchV up to 50,000 EUR. Amazon listing can be suspended.

Prevention: Check Annex I of the Outdoor Noise Directive to see if your garden equipment is in the list of covered equipment. If so: perform noise emission measurement and affix guaranteed sound power level on the product.

Safety guards (blade guard, chain brake) not designed conformally

Consequence: Violation of essential health and safety requirements of the Machinery Directive. Serious accidents, product liability, recall. German authorities (BAuA/trade inspectorate) can issue sales bans.

Prevention: Strictly follow product-specific harmonized standards for safety guards. Have safety functions tested by an accredited laboratory. Consider integrity of the safety device even with foreseeable misuse.

No operating instructions in German language or incomplete safety instructions

Consequence: Violation of Machinery Directive Annex I No. 1.7.4 and ProdSG. Negative Amazon reviews, customer returns, worst case liability for accidents due to missing or insufficient warnings.

Prevention: Create complete operating instructions in German with: intended use, all safety instructions, assembly/maintenance instructions, personal protective equipment, noise/vibration values and disposal instructions.

CE mark and markings not updated after product modification

Consequence: The CE marking becomes invalid. Any significant change (e.g. different motor, changed cutting width, different battery) can affect safety properties and noise emissions and requires re-evaluation.

Prevention: Document every product change. Perform a change assessment: does the change affect safety or noise emission? If so: repeat affected tests, update risk assessment and technical documentation.

Q1Does a battery-powered grass trimmer need CE marking?

Yes. A battery-powered grass trimmer falls under the Machinery Directive (moving parts with drive energy), the EMC Directive (electronic control) and the Outdoor Noise Directive (equipment for outdoor use). It requires CE marking considering all three directives plus noise marking with the guaranteed sound power level. The Low Voltage Directive typically does not apply, as battery devices operate below 50V.

Q2Which garden equipment has noise limits under the Outdoor Noise Directive?

Article 12 of Directive 2000/14/EC defines limits for certain equipment. Garden-relevant are in particular: lawn mowers (limit depending on cutting width, 94-105 dB(A)), grass trimmers and brush cutters (105 dB(A)), chainsaws (104-108 dB(A) depending on power). For many other garden equipment such as hedge trimmers and leaf blowers, only the labeling obligation applies (Article 13) without a fixed limit.

Q3How much does CE marking cost for an electric lawn mower?

For a simple electric walk-behind lawn mower: approx. 3,000-8,000 EUR including safety testing according to EN 60335-2-91 / EN 50636-2-91, noise emission measurement, EMC test, risk assessment, technical documentation and operating instructions. For a ride-on mower: approx. 6,000-15,000 EUR due to the more extensive testing according to EN ISO 5395. For a robotic mower, costs can be even higher due to additional software and sensor safety.

Q4Does the Outdoor Noise Directive need to be verified by a Notified Body?

For equipment with limits (Article 12), there are two paths: either internal production control with technical documentation and own measurement (Annex V + VI), or type examination by a Notified Body (Annex VI + VII). For equipment with labeling obligation only (Article 13), internal production control (Annex V) without Notified Body is sufficient. In practice, for imported garden equipment, an independent laboratory measurement is recommended even if a Notified Body is not mandatory.

Q5Can I rely on my Chinese supplier's CE marking?

No. As an importer, you are responsible under EU law. With garden equipment, the risk is particularly high: insufficient safety guards (blade guard, chain brake), missing or falsified noise emission measurements, incorrect sound power levels on the nameplate. Request complete technical documentation including test reports and noise emission report. Have critical safety tests and noise emission measurement repeated in an EU-accredited laboratory.
